Every Pereff project — $400k dental finish-out or $40 million ground-up — runs on the same five commitments. None of them are optional. Each one costs us something operationally, which is exactly why most of the market won't match them.

One superintendent on your job — never split.

Your project gets one dedicated full-time superintendent. First on site in the morning, last off at night, and assigned to your job alone — not three others at the same time. That's the structural difference between a project that finishes on time and one that doesn't.

Proof — Industry default at MEDTECH, ESA, and most DFW GCs is one superintendent covering 2–4 jobs. The Pereff model costs more operationally and is the reason on-time delivery holds.

  2. Stage 02Same day, often within the hour

    The Real Conversation

    What you’re feeling — Wondering whether you'll be routed to a junior estimator or actually talk to someone who knows the work.

    How we show up — Stephen Pereff personally takes the call — not a sales rep — with a written brief on what you're trying to build already in hand. He walks you through what your project looks like in your specific city.

    What we’ll need from you — Bring the harder questions: the lease, the lot, the proforma, the part of the project you're worried about.

    Milestone — A scheduled site walk or feasibility meeting with Stephen on the calendar.

  3. Stage 031–2 weeks

    Feasibility & the Banker Introduction

    What you’re feeling — Nervous about spending money on architecture before you know the deal pencils.

    How we show up — Pereff runs a directional Value Engineering pass on your program and facilitates an introduction to healthcare lenders from Stephen's 25-year underwriter network. Pereff is not a lender — facilitation only — and that work is part of the One Source Solution at no extra charge.

    What we’ll need from you — Share the site, the lease, and your financials so the deal can be pressure-tested honestly.

    Milestone — A directional feasibility read, a lender introduction, and a written go / no-go.

  4. Stage 048–14 weeks for finish-outs · 4–7 months for ground-ups

    Pre-Construction & True Design-Build

    What you’re feeling — In control for the first time — every decision has a dollar number attached before it's made.

    How we show up — We design the project and build the loan proforma the bank will underwrite in the same room. Value Engineering happens during design, not after a contractor bids the plans — which is why 100% of our healthcare projects have come in on or under budget.

    What we’ll need from you — Sit with Stephen and the design team to make the real decisions. Sign off on the program before drawings are stamped.

    Milestone — Signed Guaranteed Maximum Price contract, stamped construction documents, permit application filed.

  5. Stage 051–7 months, city-dependent

    Permit & Mobilization

    What you’re feeling — Bracing for the part of the process you've heard the most horror stories about.

    How we show up — Stephen leans on direct relationships at North Texas city halls to move your file. On KVC Pediatric Dentistry, the Little Elm queue was 8 months — we pulled the permit in 1. On Dr. Sheppard's Mansfield project, we negotiated roughly $200,000 in city infrastructure contribution.

    What we’ll need from you — Keep practicing or operating where you are. Respond same-day to any city-level question that requires the owner.

    Milestone — Building permit issued and your dedicated full-time superintendent assigned.

  6. Stage 063 months for typical 3,000 sf finish-outs · 9–14 months for ground-ups

    Construction Under One Superintendent

    What you’re feeling — Wanting to know where you actually are without having to chase anyone.

    How we show up — One designated superintendent is on your site before the subs arrive and after they leave — never split across other jobs. Stephen personally walks the project every week. Weekly written percentage-of-completion updates. Specialty work like stainless-steel dental cabinetry built in-house when vendor lead times threaten the date.

    What we’ll need from you — Text, call, or email the team 24/7 with any question. Walk the job whenever you want.

    Milestone — Substantial completion and the city's Certificate of Occupancy.

  7. Stage 071–2 weeks from CO to doors open

    Handover & Opening Day

    What you’re feeling — A year of meetings and decisions finally turning into a real space full of patients or customers.

    How we show up — Walk the punch list with Stephen, hand over warranty docs, coordinate equipment and IT vendors, help stage opening day. For healthcare clients, we engineer the handover date around revenue-per-operatory — not the day construction technically finishes.

    What we’ll need from you — Open. Start producing.

    Milestone — First patient or first day of business in your new space.

  8. Stage 0812 months and beyond

    Year One & the Repeat Call

    What you’re feeling — Realizing you have a builder for life — and, often, an actual friend.

    How we show up — We honor the one-year warranty without making you file a ticket. We stay in touch through Stefykay on the business side. We start the conversation about location two or your ground-up purchase whenever you're ready.

    What we’ll need from you — Call Stephen directly for anything that surfaces. Most clients call him again for the next project.

    Milestone — A second project on the table, or a referral made into your healthcare network.

First question to opening day typically runs 9–14 months for a 3,000 sf healthcare finish-out, and 18–30 months for a healthcare ground-up like Dr. Sheppard's 8,272 sf Mansfield project. Stage 08 (year one and the repeat call) extends the relationship indefinitely — 100% of Pereff's clients are repeat clients or healthcare-network referrals.

What no surprises looks like

Transparency is a cadence, not a slogan.

Every Friday you receive a written owner update. Percentage of work in place versus plan. Dollars committed versus the GMP. The open-item list with who owns each one and when it closes. A photo log so you don’t have to drive over to know what your space looks like this week.

In between updates, you have direct phone and email access to the entire team — Stephen included — around the clock. No ticket portal. No answering service. No waiting until Monday for a question that hit you on a Saturday.

The deal is simple: if there’s a problem, you’re the first to know — usually the same day we know. Change orders are documented, priced, and signed before any out-of-scope work proceeds. Not after.

One honest section

Honest about who this isn’t for.

We’re rarely the cheapest upfront bid, and we’re not trying to be. The superintendent-per-project model, in-house Value Engineering, and the bank facilitation work all cost something operationally. The promise is that the total number — including the change orders that aren’t coming — is the honest one.

We’re not the right fit for small remodels, residential work, or healthcare projects that need a generalist GC outside of design-build delivery. We’ll tell you that on the first call and point you to someone who is — with no awkwardness on either side.

On Project Rescue: we take the call within 24 hours, but we cannot engage on a project with active litigation against the prior contractor. Once the legal piece is resolved, the door is open.

And the standing reminder: Pereff is a contractor and real estate developer, not a lender. We facilitate bank relationships through 25+ years of underwriter contacts as part of the One Source Solution — final terms are bank- and HUD-determined, every time.
